This assumption does not take into account the more extensive penetration of ELF parts of the modulated RF signal and the effects of short bursts of heat generated by RF waves that are pulsed. These assumptions are not in line with the current understanding of biological consequences of RF radiation. Therefore, they should not be considered for health protection exposure standards.

Furthermore to that, ICNIRP and FCC limit the maximum limits of exposure to peak local SARs, based on the peak frequency of absorption (psSAR) that is an inadequate dosimetric tool to determine the degree of radiation exposure. Particularly the psSAR tool is not accurate for frequencies that exceed 6 GHz. Furthermore, psSAR has not been evaluated for RF radiation with co-exposure to other environmental agents , such as sunlight. Interactions of RF radiations with different agents in the environment could result in antagonistic or synergistic impacts. This can lead to an increased risk of negative health effects. For example, exposure to RF radiation and sunlight could cause an increase in the incidence of skin cancer, as well as aggravate other skin diseases such as acne.
